9月上旬，英国国防部发布新版《国防工业战略》（以下简称“战略”），旨在以国防工业、军工产能与军队建设的协同发展为核心，分阶段、分区域、分领域加快军工建设。不过，部分外媒对英国国防工业发展前景提出质疑，认为其恐难达到实际效果。
提升防务开支
英国政府拟划拨2.5亿英镑（约合3.4亿美元）专项资金，用于推进“战略”落地。该笔资金由政府联合企业、学术界及国防部相关部门统筹使用，具体用于新增就业岗位、工人专业技能培训，以及创新技术研发与应用等。英国财政大臣里夫斯表示，“战略”的目的是在保障国家安全的同时，激发国防创新活力，并推动地区经济增长。英国高层预计，到2035年，“战略”将帮助英国在国防领域创造至少5万个岗位，为8万至9万人带来就业机会。
依托该“战略”，英国国防部计划在英格兰、威尔士、苏格兰、北爱尔兰4地，依据国家工业布局及各地军工优势，在10年内以动态调整、持续加码的投资模式，推动军备与经济水平同步提升。
首批方案基本确定，具体内容为：在英格兰普利茅斯打造国家级海洋自主技术中心，以强化海军能力。在英格兰南约克郡，建设国防领域先进材料与钢铁生产基地，用于生产武器装备所需的特种零部件。在威尔士重点发展无人机、自主战斗平台等人工智能技术武器，同时建立该领域军队技术研发中心。为此，英国国防部将与泰克弗公司及斯诺登尼亚航空航天中心等企业和机构签署合作协议。在苏格兰克莱德河沿岸、罗赛斯及部分院校科研机构周边发展关键产业集群，主要开展海事与航天技术创新领域研究。在北爱尔兰推动泰雷兹、哈兰德与沃尔夫等网络技术企业，以及贝尔法斯特女王大学安全信息技术中心，与英国国防部围绕网络安全及军民两用技术开发开展深度合作。
英国国防大臣希利表示，陆续落地的方案将为英国军工及创新技术企业带来机遇，也将为国防部与分布于各地的产业集群搭建新合作关系。
有外媒评价称，英国政府计划2027年前将防务开支占GDP的比例提升至2.6%，并进一步推动该比例突破3%。此次出台的“战略”实质是在此防务开支目标框架下，以国家安全为名、围绕军事能力建设与军工产业发展制订的长期投资计划。
出台多项举措

“战略”自2024年11月启动筹备与起草工作，今年6月完成草案。在此期间，英国政府陆续出台多项举措为其铺垫。值得关注的是，这份“战略”与此前发布的《国家战略防御评估》《国家安全战略》共同构成系列文件，被外界视作“英国推进冷战后最大规模军事扩张计划的新三部曲”，3份文件在内容上存在紧密衔接关系。
《国家安全战略》中，英国政府将国防工业定位为“经济增长引擎”，意图通过军工产业链带动北部地区产业发展，缓解区域发展失衡问题。该文件指出，军工扩张可以创造3万个高技能岗位及1.4万个应届大学生就业机会，覆盖潜艇建造、人工智能、精密制造等领域。此次发布的“战略”，正是对《国家安全战略》中国防工业相关部署的具体落实。
《国家战略防御评估》要求军工业向“战时化提速”，并提出武器装备产能扩张、核潜艇规模扩大与建造效率提升、核弹头设施现代化、数字化军事转型等目标。其中投入专项资金新建6座武器与爆炸物工厂、扩建潜艇基地等措施，与“战略”中提及的分区域、分领域精准投资思路基本一致。
此外，在“战略”公布前一天，英国国防部发布重要信息预热，宣布2026年将投入1.82亿英镑设立5所技术学院，重点培养潜艇工程师、网络战专家、焊接技工等“国防工业紧缺人才”，并开设数千门短期课程，帮助军工企业快速提升员工关键技术能力。希利称其为“数十年来规模最大的国防领域技能培养计划”。
前景受到质疑
英国高层公开发声支持该“战略”，但外界对其未来前景多持负面看法。德国、法国等欧洲国家媒体认为，英国出台“战略”，意图分享“欧洲再武装”计划带来的军工红利，此举或引起欧盟国家不满。
英国国内媒体担忧该“战略”难以达到预期效果。有分析称，目前英国国防工业企业规模与德国、法国相当，但营业额、海外出口额等数据明显落后于德法两国，主要原因在于技术储备不足与成本过高，这一现状恐将制约“战略”目标的实现。
英国军工领域内部人士则抱怨，国防工业可能出现效益“外流”，沦为“为他国代工的产业”。数据显示，过去10年，英国在巴布科克公司、罗罗公司、BAE系统公司等核心军工企业中的持股比例均出现不同程度的下滑，反映出英国在本国重要军工企业中的影响力正不断削弱。（刘磊娜）
