今年的政府工作报告提出，深入实施科教兴国战略，提升国家创新体系整体效能。“科学教育关系着教育、科技、人才事业的发展，学校是科学教育主战场，在实际运行中存在着什么样的不足？”面对记者的提问，浙江省镇海中学党委书记张咏梅代表有很多思考：“在中小学教学中，科学教育的专有学时和课时相对较少，在考试和升学的压力下，很多活动设计并未起到预期效果。”
“构建政府、高校、科研机构、企业和社会场馆等共同投入、协同参与的中小学贯通式科学教育新格局，是解决问题的关键。”张咏梅代表建议，要深化教育评价改革，建好家校社协同育人“教联体”平台，贯彻落实新修订的科普法、完善优质科育资源转化机制。
“近年来，宁波将新课标规定必做的科学探究活动与港口物流、智能制造等本地特色产业相融合，推出新质生产力科普游系列中小学科育课，有效激发了学生的好奇心、科学兴趣与创新意识。”张咏梅代表认为，这些探索建立起与各学段学生身心发展相匹配的科学教育评价体系，也拓展了科学教育的落地场景。
